WE WANT THE OIL & GAS INDUSTRY TO COMPLY WITH REGULATIONS THAT ARE IN PLACE FOR EVERY OTHER COMPANY! NO PERSON AND NO COMPANY SHOULD EVER BE EXEMPT FROM THIS 'UNOFFICIALLY-OFFICIAL FELONIOUS ACTION.'  REMOVE THE HALLIBURTON LOOPHOLE. IT'S A CRIME.

Under the Clean Air Act, facilities that handle large quantities of hazardous materials must develop a risk management program and submit a risk management plan to assist with emergency preparedness, chemical release prevention, and minimization of releases that occur.
