Report: Volume of water used for fracking in Colorado could serve 79,000 households a year

The volume of water required annually to develop new oil and gas wells in the state could supply up to 79,000 Colorado households for a year based on average residential use, according to a report issued Wednesday by Boulder-based Western Resource Advocates.
The report goes on to say that when re-use of water is factored in at the residential level, the amount of water used by the oil and gas industry could actually serve up to 118,400 homes in Colorado.

"Governments -- local, state and national -- really need to take a look at this and plan out drilling and make sure they do it right," said Jason Bane, spokesman for Western Resource Advocates. "We don't want to look around 10 years from now and say we shouldn't have used so much water."

But Tisha Schuller, president of the Colorado Oil and Gas Association, said the industry's water use is miniscule compared to all water consumption in the state.
The Colorado Oil and Gas Association estimates the industry will use 6.5 trillion gallons this year -- just over one-tenth of a percent of total water use in the state.

"I'm not sure it's helpful to single out our industry when there are so many users," Schuller said. "We're still just in the noise of Colorado's water use."

Fracking of wells puts big demand on Colorado Water

FORT LUPTON — Oil and gas drillers have bought at least 500 million gallons of water this year from cities for use in hydraulic fracturing, or "fracking," along Colorado's Front Range.

Now they need more.

It's the only way they'll be able to sink thousands of new wells into the Niobrara formation that — if announcements last week by Houston-based Anadarko Petroleum Corp. are correct — contains about 1 billion barrels of oil.

Each well drilled requires 1 million to 5 million gallons of water, and more when they are refracked.

Drillers "may need more water than we have," said John McGee, water manager for the city of Loveland, which has leased municipal water.

In Fort Lupton, tanker trucks tap hydrants to fill up. It's the same in Greeley, Frederick, Firestone and other communities amid the expanding oil fields north of Denver.

The trucks haul the water to rigs, where fracking crews mix it with sand and chemicals and pump it thousands of feet underground to release oil and gas.

But as companies propose new deals with utilities, including Aurora Water, they're finding that a resource often scarce for people and agriculture may be limited for fracking too.

State natural resources planners say they're working with the Colorado Oil and Gas Conservation Commission to calculate, within the next week or so, how much water may be available for oil and gas drilling.

For years, state officials have projected shortfalls of 600,000 to 1 million acre-feet of water needed to sustain Colorado's population and agriculture.

Restrictions abound

Court-enforced compacts oblige Colorado to let some water flow down rivers to other states. Unlike water diverted from mountain rivers for use by cities and farms, much of the water pumped underground for fracking stays there.

And water diverted from mountain rivers on the Western Slope to Front Range cities legally must be used within specified service areas — preventing long-distance hauling to rigs.

"That is a concern," said Brian Werner, spokesman for the Northern Colorado Water Conservation District, which delivers diverted water widely. District board members are discussing new rules to minimize legal exposure.

"It's up to each municipality to see how much available water they have to sell," said Sean Conway, a Weld County commissioner who helped launch a "Niobrara Working Group" to deal with water and other issues. "We must ensure that we don't jeopardize our agricultural heritage."

Fracking has contaminated a drinking water source, expert says


Independent scientist says the EPA's conclusion is 'sound' — gas drilling has 'clearly' tainted a Pavillion, Wyoming area aquifer

Pavillion, Wyo. — Hydraulic fracturing, or fracking, has clearly contaminated a drinking water source east of the town of Pavillion, Wyoming, according to a report from an independent scientist released today, supporting the draft findings of an Environmental Protection Agency (EPA) investigation published in December. Hydrologist Tom Myers reviewed the EPA’s draft report at the request of the Natural Resources Defense Council, Wyoming Outdoor Council, Sierra Club and Oil and Earthworks’ Oil & Gas Accountability Project.

"It is clear that hydraulic fracturing has polluted the groundwater of Pavillion with contaminants associated with the fracking process," said Tom Myers, a highly regarded expert in hydrology and hydrogeology, and independent consultant for industry, government and environmental groups. "The EPA’s conclusion is sound."

The formation containing gas in Pavilion contains 169 gas wells, yet the formation is part of an underground source of drinking water. As a result, fracking fluid is being injected directly into an underground source of drinking water, according to the EPA.

Myers found that the Pavillion-area groundwater was especially vulnerable to contamination from fracking and gas drilling because of the area's geology, the well designs that were used, and the fact that the construction of the gas wells was inadequate to protect the aquifer. Any of these factors could contribute to the contamination found in the monitoring and water wells. Therefore, unless fracking is done very carefully in the area, contamination is likely, according to Myers.

“This confirms EPA’s preliminary conclusion that hydraulic fracturing can and does pollute groundwater,” said Earthworks’ Oil & Gas Accountability Project Director Gwen Lachelt. “Communities around the country should take heed. Although different gas plays have different geology, if fracking can pollute groundwater here, it can happen elsewhere.”

“Americans shouldn’t have to trade their safe drinking water for fuel,” said Amy Mall of the Natural Resources Defense Council. “These findings just confirm the need to get critical safeguards on the books that protect American’s basic rights – clean water and clean air.”

"Fracking is a dirty process and as Dr. Myers' findings show, one that can put our drinking water at risk," said Connie Wilbert of Sierra Club's Wyoming Chapter.  "If families don’t have clean water, what are they left with?  Is corporate profit really worth more than a safe, clean place to live?”

Steve Jones, Watershed Protection Program Attorney for Wyoming Outdoor Council said he is concerned about best management practices. 

"Sporadic bonding was reported for 12 of the wells for which EPA had well bore data made available to them," Jones said. "If this is representative of the entire field, chances are that hydraulic fracturing contaminants from the gas wells will get to the water wells of many rural Pavillion residents."

EPA Sees Risks to Water, Workers in New York Fracking Rules

New York's emerging plan to regulate natural gas drilling in the gas-rich Marcellus Shale needs to go further to safeguard drinking water, environmentally sensitive areas and gas industry workers, the U.S. Environmental Protection Agency has informed state officials.

The EPA's comments, in a series of letters this week to the state's Department of Environmental Conservation, are significant because they suggest the agency will be watching closely as states in the Northeast and Midwest embrace new drilling technologies to tap vast reserves of shale gas.

New York is in the forefront of the shale gas boom and has been working on regulations for more than three years. Judith Enck, the EPA regional administrator who issued the agency comments, noted that New York "will help set the pace for improved safeguards across the country."

The EPA's comments are among 20,000 the state has received on its proposed plan to regulate the environmental effects of drilling. Many of the EPA's comments focus on how the state DEC will handle the chemically tainted wastewater from the drilling process known as hydraulic fracturing, or fracking.

To free the gas trapped in the Marcellus and other shale formations, drillers pump millions of gallons of water mixed with sand and chemicals deep underground under pressure. The wastewater can get into drinking water by being disposed of at sewage treatment plants, the EPA wrote.

As ProPublica first reported in 2009, these plants don't typically have the equipment necessary to detect and treat the chemicals in drilling wastewater. Plant operators who accept drilling wastewater simply dilute it with regular sewage and then discharge it into water bodies. DEC wastewater samples had levels of radioactive elements thousands of times higher than drinking water limits, ProPublica reported.

In its comments, the EPA pointed out that New York's current permitting system for water treatment plants doesn't include limits on pollutants frequently contained in drilling wastewater, such as radionuclides, which can cause cancer at high levels.

Starting Feb. 1, drilling operators in Texas will have to report many of the chemicals used in the process known as hydraulic fracturing. Environmentalists and landowners are looking forward to learning what acids, hydroxides and other materials have gone into a given well.

But a less-publicized part of the new regulation is what some experts are most interested in: the mandatory disclosure of the amount of water needed to “frack” each well. Experts call this an invaluable tool as they evaluate how fracking affects water supplies in the drought-prone state.

Hydraulic fracturing involves injecting water, sand and chemicals into underground shale formations at enormous pressure to extract oil and natural gas. Under the new rule, Texans will be able to check a Web site, fracfocus.org, to view the chemical and water disclosures.

“It’s a huge step forward from where we were,” Amy Hardberger, an Environmental Defense Fund lawyer, said of the rule.

Most fracked wells use 1 million to 5 million gallons of water over three to five days, said Justin Furnace, president of the Texas Independent Producers & Royalty Owners Association.

A June study prepared for the Texas Water Development Board suggested that less than 1 percent of the water used statewide went into fracking. Oil and natural gas groups say such numbers show their usage lags well behind that of cities.
